1. Invitation to Tender

Aman Aged Care invites suitably qualified and experienced architectural firms to submit a tender for the provision of specialist architectural services for the expansion of an existing aged care facility at 65 Dutton Street, Bankstown, New South Wales.

The project involves the design and documentation of a new residential building that will accommodate an additional 16–24 beds, integrated with the existing 46-bed facility. This includes:
• Memory support unit
• Servery areas
• Clinical and equipment storage
• Nurses station
• Staff room and medication room
• Dialysis and chemotherapy room as an outpatient service

2. Project Overview

Aman Aged Care operates a 46-bed residential aged care facility at 65 Dutton Street, Bankstown. To meet increased demand and enhance service capacity, the organisation plans to expand its operations by constructing a new 16–24 bed high-care wing on the existing site.

The new building must align with people-first design principles and support the National Aged Care Design Principles and Guidelines.

The expanded facility will:
• Integrate functionally and aesthetically with the current structure
• Enhance resident experience and care delivery
• Meet or exceed all relevant compliance requirements

3. Scope of Services

The successful architect will be expected to provide full services across all project stages.

3.1 Pre-Design

• Site and feasibility analysis
• Stakeholder engagement
• Concept design options

3.2 Design Development

• Detailed architectural design
• Integration of aged-care and dementia-friendly design principles
• Coordination with consultants, including dementia, clinical, and operational experts

3.3 Documentation

• Full tender and construction documentation
• DA, CC, and BCA-compliant drawings

3.4 Approvals

• Manage submissions to council and relevant authorities

3.5 Construction Phase

• Tender review support
• Project management
• Site inspections and contract administration
• Defects inspections and close-out

3.6 Optional Services

• Environmental sustainability (ESD) integration
• Wayfinding, signage, and interior design

Relevant Experience and Capability – 25%
Methodology and Design Approach – 20%
Team and Key Personnel – 10%
Fee Proposal and Value for Money – 30%
Compliance with Tender Requirements – 15%
Total – 100%

6. Submission Requirements

Tenderers must provide:

7. Conditions of Tendering

7.1 General

Submission implies acceptance of these conditions.

7.2 Lodgement

Late tenders will not be accepted. Aman Aged Care is not responsible for submission issues.

7.3 Validity Period

Submissions must remain valid for 90 calendar days from closing.

7.4 Rights Reserved

Aman Aged Care may:
• Reject any or all tenders
• Vary, suspend, or cancel the process
• Accept partial or modified proposals

7.5 Confidentiality

All documents must be treated as confidential.

7.6 Costs of Tendering

Tenderers bear all costs associated with submission.

7.7 Conflict of Interest

Any conflict of interest must be disclosed in writing.

7.8 Intellectual Property

Tenderers retain IP; a non-exclusive licence is granted for evaluation.
